I was given some "Heritage" onions by an friend some years ago. They send up new small onions at the top of the plant which either fall over or taken off and planted. Whenever I dig the parent plant which seems to increase in size I have clumps of small onions too large to be considered "green onions" yet to small to be considered good for cooking. `

Any guidance would be appreciated.

These are also known as tree onions or walking onions. "walking" because if left to their own devices the stalk will fall over and the onions on top will root where they fall. You can use these onions for, use them chopped up raw in salads or use in stews like shallots. If you don't like them of course stop growing them and give them away to someone... my address available on request :-)
